1. Project Overview and Bidding Scope
1.1 Project Overview
1.1.1 Project Name: Huaneng Luan Cogeneration Project (2×10MW)
1.1.2 Project Location: Wulidu Village, Zhaoan Town, Changxing County, Zhejiang Province.
1.1.3 Scale of Project: In the current period, a 3×90t/h (2 to 1) high temperature and high pressure circulating fluidized bed boiler + 2×10MW back pressure turbine generator set will be built, leaving room for expansion.
1.1.4 Construction Project Duration Requirements
1.1.4.1 Overall planning requirements This project is scheduled to start in June 2017. The first unit was officially put into production at the end of August 2018, and the second unit was officially put into production at the end of October 2018.
1.1.4.2 survey and design progress requirements.
The survey and design party shall complete the engineering survey according to the design requirements and provide relevant survey data required for the design. The time for the survey and design party to submit the design results file must meet the project owner's overall time period planned by the owner, be able to provide the owner with drawings in time, and meet the project schedule requirements. If the design is delayed due to non-designer reasons, the parties to the contract shall negotiate the time for submitting the design results to meet the engineering needs as much as possible.
1.1.4.3 Survey and design cycle (1) The preliminary design and survey of the project shall be completed within 15 days from the signing date of the contract, and the preliminary design shall be completed within 45 days from the signing date of the contract. The construction drawing survey time shall be 25 days. The construction drawing design shall be able to satisfy the project. The need for progress.

1.1.5 Quality Objectives:

1.2 Bidding scope The bidder is responsible for the whole process of surveying (design) and design tasks from initial design, construction drawing design to as-built drawings, including (but not limited to) preliminary design and survey (design) of the construction drawing design stage, test piles ( Including test pile outline) and its detection, preliminary design, construction drawing design, compilation of as-built drawings, detection and monitoring of foundation treatment. In accordance with the relevant standards, content and depth of the country and the power industry, and Huaneng Group's "Guidelines for Design of Thermal Power Projects" (2016 version), the design work is completed. The design must be carried out in accordance with the division and content of the thermal power project in the "Standard for the Compilation and Calculation of Thermal Power Project Construction Budget" (2013 Edition), and satisfy the tenderer's requirements for construction preparation and construction, commissioning and acceptance, project settlement and auditing.
2. Qualification requirements
2.1 The bidder shall be an independent legal entity registered legally within the territory of the People's Republic of China. He shall have the ability to independently bear civil liability and have the right to enter into a contract independently;
2.2 At the same time, it has Class A qualification for engineering survey (geotechnical engineering) Grade A (or Grade A qualification for comprehensive engineering survey) and Class A qualification for engineering design power industry (or Grade A qualification for engineering design) issued by the Ministry of Housing and Construction;
2.3 In the past five years (January 1, 2011 to present), it must have at least one project circulating fluidized bed sheet machine 10MW and above cogeneration unit main body survey and design production and put into operation and have been operating safely for more than two years;
2.4 The person in charge of project design must have relevant professional senior professional titles, and has the experience as the person in charge of the design of the main survey and design project of at least 1 project circulating fluidized bed sheet unit 10MW and above cogeneration units;
2.5 There are no major safety, quality accidents and breaches of infrastructure projects due to design reasons within five years;
2.6 The bidder has good bank credit and business reputation, has not been ordered to suspend business or went bankrupt, assets have not been taken over and frozen; there are no major litigation cases that have not yet been settled, and no administrative penalty period for prohibiting bids has been imposed. Do not have bad records in China Huaneng Group Corporation and Huaneng Power International Corp.;
2.7 The person in charge of the unit is the same person or has different controlling and managing units, and may not participate in the bidding of the project at the same time.
2.8 The project accepts bids from the Consortium. If the bidder does not have the aforementioned survey and design qualifications, it may form a consortium bid. The consortium shall be the design unit as the leader, and the consortium agreement shall specify the design unit and survey unit, and have the corresponding qualifications that meet the requirements of the regulations.
